Wisconsin Public Trust Doctirne: Wisconsin waters belong to everyone. Also, "Wisconsin State Supreme Court has ruled that when conflicts occur between the rights of riparian owners and public rights, the public's rights are primary and the riparian owner's secondary."
An article titled, "In Wisconsin there's more public access land than you think." This article sparked a lot of interest throughout the state at the DNR's office:

Some have asked WHO does our Unelected City Manager account to? Technically the Council...but that seems to work in reverse. However, Mr. Buckley is a member of the International City Manager's Association. This link lists the "12 Tenets".

08/01/12 update since the home sold:
Google images for "203 Park Road Two Rivers, WI" and you will find the following picture which WAS the opening picture in the realtor's video labeled "203 Park Road" looking like a private driveway with fencing skirting both sides, it is really Beach Road - public access to Lake Michigan as prescribed by state statute 236.16(3)(a) which is a 60' wide strip of land from the right fence towards the left - including the driveway. The mailbox is ON Beach Road!

Here you can see the real estate listing to view BEACH ROAD. Click PLAY...the driveway IS Beach Road and continues to the left beyond the fence, 60' wide. The video begins by panning down the driveway, then towards the right - his home, back to the left on Beach Road...see the fence and proverbial woodpile that must be crossed to our public path beyond!
